The World League is the successor competition to the Davis Cup European Zone. Participating teams are allocated divisions based on their performance in the inaugural 2017 World League season and, before that, the 2016 Davis Cup.
Divisions 3 and 4 from the inaugural season have each been split into 2 divisions of 8 teams each and become divisions 3,4,5 and 6. There is also a knockout competition for non-league teams bidding to reach division 6.
Format. The top 2 divisions consist of 16 teams. Each division is divided into 2 groups of 8 teams. Divisions 3 to 6 are single groups of 8 teams each. In every division or group teams play each other home and away using the best of 3 format. In divisions 1 and 2, the top 2 from each conference play-off in knockout games to determine championships and promotion while the bottom 2 in each group of division 2 play off to determine relegation. In divisions 3 to 6, one team is automatically promoted, one team is automatically relegated and the teams finishing in 2nd and 7th places play-off with teams in the adjacent divisions.
