The World League is the successor competition to the Davis Cup European Zone. Participating teams inherit their starting division based on how the 2016 Davis Cup sections concluded.
The idea of the World League was to have a competition that was bigger, fairer and more comprehensive than the Davis Cup of Football.
Format. The European competition in 2017 is divided into divisions of 16,16,16 and 12 teams. Each division was divided randomly into 2 groups of equal sizes and each team in the group would play each other home and away using our best of 3 format. Because one group could be much harder than the other, the top 2 from each would play-off in knockout games to determine championships and promotion. The bottom 2 in each group would play off to determine relegation.
